ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 3rd December 2007

Apologies were received from Mr J Oliver for absence.

1. Public Matters

One member of the public present. Mr Alan Hughes.
Hayley Collins from the Northwich Guardian also attended.
Mr Hughes has written many times to Network Rail about the disruption along Hill Top Rd whilst work is being done on the railway lines behind The Hazel Pear Inn. The Vice Chairman of the Parish Council, Mr S Pardoe, suffered verbal abuse from the contractors as others in the village have done. The general attitude of workers is appalling. Mr Pardoe took photos at the time of the incident and these will be sent to Network Rail with a very strong letter.

2. Minutes

Minutes of meeting held on 5th November 07 were accepted & signed.

3. Matters Arising.

a) Bus Shelter. Mrs Bayley has spoken to Mr Penney about the proposal of the PC to put railings and a seat where the bus shelter used to be. He is happy with anything that is done to tidy up the site. Mrs Bayley has still to talk to the Smithy about Cheshire railings.
b) Speeding. Mr Critchley has spoken to the PC Turner. It was suggested that a short sharp shock was in order with a hand held monitor followed by Police using SID's. Mr Evans attended a Cluster meeting where speeding was discussed.
c) Oak tree, Station Rd. No reply as yet.
d) Present for Robert Gleave, Bench has been purchased and it is proposed to present it to him at the WI's Christmas party. A bouquet will be presented to Christine.
e) Work party at corner of Station Rd. The work has been completed. It was praised and the people involved were thanked.
f) Letter sent to Standards Board informing them of the date the PC adopted the new Code of Conduct.
g) Letter sent complaining about method used for allocating marks in the 'Best Kept Village' Competition.

4. Planning Applications

a) The Laurels, Milton Rough. Amended plans received. Very slight difference. No objection.

5. Planning Decisions

a) Covered smoking shelter, Hazel Pear Inn. Approved by VRBC. b) Two storey extn to rear & side, Holly Tree Cottage, Acton Lane. Refused by VRBC. c) Two storey rear extn & porch extn, 66 Cliff Rd. Refused by VRBC. d) Demolition of buildings & erection of two storey extn, Acton Lodge Farm, Hill Top Rd. Withdrawn.

6. Authority for signing cheques and Financial Matters

Precept form arrived. To be completed for end of January. A Statement of expenditure for 2007 and an estimated expenditure for 2008 circulated. Article in Newsletter stating that PC's can claim tax back on bank accounts.

7. District Representatives Report

None.

8. Reports from other meetings

a) Wind Farm, Dutton. Campaign group are fundraising to retain Geoff Sinclair to represent them. Mr S Pardoe was invited to join them as a rep of ABPC. VRBC have retained a Barrister, Tina Douglass to represent them. AB's input will be used by consultants. It is proposed to hold the enquiry at Winsford. b) King Street Energy presentation at Lach Dennis. No representatives of the company were present.

9. Correspondence

a) Bowls Pavilion. Letter with plans received from architect. It appears that the plans have been submitted without consultation with appropriate bodies. The architect has been requested to withdraw them until agreed by the PC and ABCA.
b) VRBC Street scene. Concern expressed about VRBC removing notices displayed without permission. Views requested.
c) Letter from Mike Hall MP. He would like to know if ABPC are part of the 'Set the Pace' initiative and can use the speed indicating devices. Reply to be sent.
d) Weaver Valley Spatial framework workshop. Civic hall. Winsford.
e) CCC Parish Small grants scheme for Countryside access improvements. More information to be requested.
f) CCC Speeding response.
g) C Comm Council. Rural Network meeting.
h) CCC Winter gritting routes.
i) CCC Public consultation on Cheshire's Joint municipal Waste management strategy.

10. Village Matters

a) A new company, Govia, has taken over from Central Trains. It will have to seen if the station can still be adopted now it is under a new company.
b) A Village tidying up day is being planned.

11. Any other business

a) Mr M Hodgson has offered to be a rep from the Parish Council on ABCA.

12. Next meeting will be on 7th January 2008 at 7.30pm
