ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 2nd April 2007

Apologies for absence received from Mrs H Bayley, Mr Pardoe, and Cllr A Hooker.

1. Public Matters

Three members of the public were present.
The meeting was opened to ask the three villagers if they had any more information from RSK Environmental Group concerning the laying of new brine pipes through part of the village. The proposal will effect the land of these villagers.
They have been informed that the Company has no right to go over land owned by those present. A number of concerns were expressed.
1) Who is responsible for the refurbishment of the land affected?
2) How long will the pipeline be in use?
3) How long will it take the land to recover?
4) What timetable is envisaged?
5) Better plans are required showing the full effect on Acton Bridge.

A letter from the Parish Council will be sent to RSK requesting answers to all these concerns.
The meeting was then closed to the Public.

2. Minutes

Minutes of meeting held on 5th March 07 were accepted & signed

3. Matters Arising.

a) Wind Farm, Aston Grange. Not known as yet if an appeal has been submitted.
b) Bus Shelter. As it is not intended to replace the bus shelter the Insurers have offered a payment of £750 having taken into account the £125 policy excess.
Letter to be sent to Insurers stating the disappointment of the Parish Council with the offer made but the PC would be willing to accept a settlement of £1200 allowing for the excess to be taken into account
c) Mr Holt reported that litter pickers are available. Schedule of work required.
d) Fence, Milton Rough. Not sure if it has been mended yet but the rubbish has been removed.
e) Bowls Pavilion. Surveyor has said that he thinks that there will be no objection to siting of pavilion.
f) Bridge Nursery. Plans for static home have been returned to applicant as they were invalid.
g) Kissing gates. Footpath Assoc to be contacted to see if they have any suggestions.
h) Sandstone wall. Acton Lane Working party will meet on the 14th April to clear the weeds from the stones.
i) Parish sign needs a new oak stump. This is being attended to.
j) Playing field. Mr Hodgson has contacted VR. A site visit will be made.
k) New lighting at the railway station. No information as yet.

4. Planning Applications

Maypole Inn for Punch Taverns. Erection of single storey timber canopy for use as a smoking shelter.
The PC feel that the erection of the canopy at the front of the Inn will detract from the visual appeal of the Inn and are of the opinion that a better location would be at the side or rear on the building.

5. Planning Decisions

Milton Heyes. The proposal for the extn went to appeal where it was rejected again.

8. Reports from other meetings

R Gleave & E Connor attended a meeting of the Planning Forum, 30th March. Research was being done on the need for more Housing. Weaver Vale Trust want to build a new retirement village at Winsford.

d) VRBC - Street naming & numbering charges.
e) CCC Local Councils "Joint Cluster" event at Kingsley on 23rd April. Mr E Connor will attend.
f) VR Community Safety Wardens report on number of patrols in Acton Bridge. There were 18 patrols and no incidents.
g) VRBC - Ref Housing Land Availability - Consultancy response.
h) Burial Comm minutes.
i) Cheshire Police Authority - Dates of meetings of VR Police Forum.
j) NeuroMuscular Centre - Invitation to visit centre on Thurs 21st June.
k) CCC - One Strong & United Cheshire - Summary of submission sent to Government by CCC.
l) Chesh Assoc Of Local Councils - Leaflet on working towards better engagement between communities.
m) Newsletter.

10. Village Matters

a) Mrs Woodhead, Acton Lane. There has been a road accident outside Mrs Woodhead's home. Her daughter has written to both the Police and Mike Hall MP. She has requested safety barriers outside her mother's house. The PC is to write to CCC stating the alarm felt by Councillors as it was stated in the e-mail to the daughter, from the Police, that safety barriers have to be erected by volunteers. Other safety measures to be suggested by PC.
b) No newspaper deliveries in the village after retirement of previous newsagents. Note to be included in ABCA News for suggestions.
c) Acton Bridge sign on Station Rd requires cleaning

11. Any other business

No planning permission required to erect flagpole.

12. Next meeting will be held on Tuesday 1st May 2007 at 7.30pm.
