ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th March 2006 at 7.30pm

Before the Parish Council meeting Richard Flood, Area Traffic Engineer, Vale Royal Borough Council talked to the Councillors about local traffic problems. Many traffic calming methods were discussed. One possibility is the use of temporary interactive unit. This unit reads speed and flashes back to driver. Mr Flood will write to the PC to agree a location.
A49 junction with Acton Lane. It was found that there was not enough space to create a safety island. Speed restrictions are being looked at along this stretch of A49.
Mr Flood was thanked for coming to talk to the Parish Councillors.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 6th February were accepted & signed.

3. Matters Arising.

a) Wind Farm Aston Grange - VR have not yet reported on the Wind Farm, it is expected at the end of the month. With ref to the objection from Liverpool Airport, the developers have offered to pay for the radar to be updated.
b) A49 Safety - A combined meeting with other Parishes concerned with the A49 is to be held on Monday 3rd April at 2.00pm. This is to be held at Phoenix House, Winsford.
c) Mr K Worrall has now resigned from the PC. Notices are to be displayed informing villagers of the vacancy.
d) Proposed Recovery Park on Ince Marshes. As no one from Acton Bridge PC was able to attend a meeting on 31 January it was decided that a letter be sent to Little Stanney PC apologizing for absence and requesting any information of progress to date.
e) Best Kept Village competition. Mrs Bayley has sent the £20 entry fee. Mrs Bayley to be reimbursed.
f) Footpaths near station have still not been repaired. Mr Oakley, VRBC, to be contacted again.

4. Planning Applications

a) App no 06-0177-FUL
Sandycroft,Warrington Rd. Change of roof from hips to gable for Mr P Hudson. No objections.
b) App no 06-0188-FUL
66 Cliff Rd. Alteration to existing front entrance to form covered walkway / canopy roof & provision of rear storm porch for Mr B Pennington. No objections.
c) App no 06-0196-FUL
8 Cliff Rd. Granny flat for Mr J Fishwick. Strong objections from the PC for the same reasons as previous requests for a 'Granny flat'.

5. Planning Decisions

05-2143-FUL
Replacement carport 33 Milton Rough for Mr & Mrs Gibbons. VRBC have permitted this retrospective application.

6. Authority for signing cheques and Financial Matters

7. District Representatives Report

None

8. Reports from other meetings

Mr Pardoe attended a Northwich Vision Meeting at the Memorial Hall. There is a major prospect of a 3rd bridge over the River Weaver.

9. Correspondence

a) CCC Traffic issues - Reply to letter sent 17 October 2005 stating that they are unable to install 30 mph repeater signs. Existing signs will be inspected. A warning sign cannot be erected at the end of Old Lane as the road is classed as unadopted.
b) Merseyside Regional Ambulance. Information on Public meetings.
c) Joint Burial Committee Notices to be displayed ref conclusion of audits for 2003, 2004 & 2005.
d) CCC Highways Agency M6 study into increasing capacity from J11a to J19. Meeting, Tenants Hall Tatton Park on 7th April.
e) Cheshire Police Authority. Cheshire custody visiting scheme.
f) Childline appeal.
g) Cheshire Assoc of Local Councils Newsletter.
h) CCC Statement of Community Involvement in Planning.
i) Card from Ann Hooker thanking everyone for their sympathy at the loss of her husband, Roy.

10. Village Matters

a) The Post Box has been removed from outside of the old post office Hill Top Rd. ABCA to asked if they have any objections to a box being placed on the Parish Room. There is no Sunday collection from the village now.
b) Wooden fencing, Milton Rough requires repair. Mr J Oakley to be contacted.
c) Street lights not working - Cliff Rd and Orchard Ave. VR to be contacted.
d) Milestone, Station Rd (opp Woodlands) requires painting.
e) Bancroft. A complaint has been received about noise created by quad bikes being raced on adjacent fields close to boundary.

11. Any other business

Town and Parish Councils meetings to be attended by R. Holt with one other councillor.

12. Next meeting will be held on Monday 3rd April 2006 at 7.30pm.
