ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 7th November 2005

Apologies were received from Mr E Connor and Councillors A Hooker and N Dolphin.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 3rd October were accepted & signed.

3. Matters Arising.

a) Wind Farm Aston Grange. Mr S Pardoe has prepared a further document on behalf of the Parish Council objecting to the proposal. This has been sent to VRBC. No response as yet. The chairman thanked Mr Pardoe for all his hard work.
b) White lines, Chapel Lane - these have still not been seen to. Mr Oakley to be contacted again.
c) Closure of part of A49. Not open as yet but local traffic can use it.
d) A letter has been sent to the Police suggesting a siting for Speed trailer. No reply as yet.
e) 30 mph Road signs - Letter received from CCC explaining that because of Governmental legislation repeater signs cannot be erected where there are street lights.
Cllr N Dolphin has been sent all copies of correspondence. It was suggested that a 'Slow down for children' could be possible.
f) £30 is to be given to WI towards the purchase of bulbs for the village.
g) Flashing lights. Mrs Bayley has had acknowledgement of her letter enquiring into the possibility of 'Flashing light' signs in the village. They are primarily for 'A' roads and not 'B' roads.
h) Best Kept Village awards. Acton Bridge came 7th. Mrs Bayley reported that she has made enquiries about planting out the piece of land near the station. There are no objections to planting but a licence of £100 is required and and this goes up to £150 if a seat is placed there. There is to be a meeting with Central Trains H&S on 19th November.

4. Planning Applications

a) 'Granny flat',8 Cliff Rd for Mr Fishwick (Resubmission). Strong objections by the Parish Council, reasons being:- Misleading description and information, sometimes information is false. Aerial photos taken when property was a working farm. Close family relatives already living in adjacent buildings.
b) Appeal by Mr M Latham - 68 Cliff Rd concerning his request for permission to erect a utility room and conservatory.
The Parish Council re-iterated their objections to this proposal and a letter to be sent to VRBC.
c) Wind Farm, Aston. VRBC acknowledgement of report from PC.

5. Planning Decisions

None

8. Reports from other meetings

Burial Committee.
Unfortunately Mrs Peggy Lewis has died after a long illness.
Mr M Hodgson has resigned from the position of Chairman and Mr R Dickenson from Cuddington is the new Chairman. The committee is still hoping to buy the land opposite, and it has been suggested that the Burial Committee and grounds should be set up as a charity.
Cheshire Planning Forum. This was attended and reported back by Mr R Gleave and Mr E Connor. Suitable sites have to be provided for gypsies. New legislation on green hedges was discussed. Waste plan was working quite well.

9. Correspondence

a) CCC 30 mph repeater signs reply to request.
b) Newsletter, Cheshire Assoc of Local Councils.
c) Request for a donation from Samaritans.
d) Police questionnaire as to where they should concentrate their efforts.
e) VRBC dates of area meetings.
f) VRBC Local Councils meeting, 8th December, R Holt, K Worrall and N Tappin to attend.
g) Request by North West Ambulance service for donation.
h) NW Regional assembly - Spatial Strategy Consultation - Session 5
i) Statement of Community involvement VRBC. Draft consultation.

10. Village Matters

a) Youths from Weaverham are drifting into Acton Bridge at night causing some noise.

11. Any other business

a) There are still some daffodil bulbs available.

12. Next meeting will be held on Monday 5th December 2005 at 7.30pm.
